Tuguegarao City, Cagayan — In a major milestone for local disaster management and public safety, St. Paul University Philippines (SPUP) and the Department of Science and Technology (DOST) officially turned over the RES-Q (Rapid Emergency Solutions and Quick Response) Link System to the Tuguegarao City Government on September 9, 2026. DOST Secretary Dr. Renato U. Solidum Jr. and his delegation personally visited the SPUP campus to witness the landmark handover and observe a live demonstration of the technology. Developed by SPUP Information and Technology innovators through a grant assistance from DOST, the digital platform is designed to significantly accelerate dispatch protocols and streamline city-wide emergency response operations.
During the live demonstration, Secretary Solidum observed firsthand how the RES-Q Link System centralizes incident reporting and seamlessly coordinates dispatch units across local jurisdictions to minimize response delays. Featuring digital architecture built by local student developers, the system serves as a direct response to modern public safety needs and provides a clear example of how academic research can solve urgent civic challenges while equipping municipalities with scalable, data-driven disaster management tools.
In her welcome remarks, Sr. Merceditas Ang, SPC (University President, SPUP) emphasized the University’s commitment to fostering research that directly serves society. She highlighted that the development of the system reflects SPUP’s mission to empower youth innovators, ensuring that academic excellence translates into practical, life-saving solutions for the broader community.
Speaking during the turnover program, Hon. Maila Ting-Que (Mayor, Tuguegarao City) highlighted the critical importance of rapid emergency response and expressed her deep appreciation, emphasizing that “every second matters in an emergency.” In her message, Mayor Ting-Que noted that the RES-Q Link System extends beyond technical advancement, serving as a powerful model of inter-agency collaboration between municipal leadership, educational institutions, the scientific community, and youth innovators working together to build safer, more resilient local communities.
The high-profile event brought together national and regional leaders, including Engr. Sancho Mabborang (Undersecretary, DOST Regional Operations), Dr. Virginia Bilgera (Director, DOST Region II), along with various city and provincial officials. Following the formal handover, the Tuguegarao City Government reaffirmed its commitment to partner with SPUP and DOST on continuous system testing and refinement, ensuring that the technology delivers faster, life-saving dispatch capabilities for all residents.
