
SPUP ADVANCES SMART COMMUNITY SOLUTIONS THROUGH DOST PITCHING, SIMULATES RES-Q LINK

St. Paul University Philippines (SPUP) highlighted its commitment to innovation and public service through its participation in the Department of Science and Technology (DOST) Technology Pitching on April 22, 2026, at the Cagayan Innovation Hub. The event, part of DOST’s Smart and Sustainable Communities Program, gathered key stakeholders to explore technology-driven solutions for governance, health, mobility, and disaster risk reduction. Representing SPUP, Dr. Maria Visitacion N. Gumabay (Head, Institutional Innovations) presented the university’s flagship systems, underscoring the role of academic institutions in advancing collaborative, community-focused innovation.
Among the projects presented were TC-TRISSEA, a digital mobility platform for tricycle transport modernization; RES-Q Link, a centralized emergency response system; and Prima Care, an integrated clinic management solution. These initiatives reflect SPUP’s strategic direction toward developing technologies that address real-world challenges while improving efficiency, safety, and service delivery in local communities.
Moreover, on April 24, 2026, SPUP successfully conducted the first full simulation of RES-Q Link at the Tuguegarao City Command Center. The DOST-funded system demonstrated real-time coordination among civilians, dispatchers, and responders. During the simulation, an incident reported via the mobile application was immediately processed and assigned, enabling a City Disaster Risk Reduction and Management Office (CDRRMO) responder to arrive at the scene within 12 minutes—highlighting the platform’s operational effectiveness.
The simulation, coordinated with local authorities and supported by the SPUP Institutional Innovations team, validated the system’s capability to enhance emergency response operations. Together, the pitching event and successful simulation reinforce SPUP’s role as a key innovator in building smarter, safer, and more resilient communities through technology-driven solutions.
