SPUP, through its Community Development Center (CDC) has partnered with Start Network, an organization based in the United Kingdom (UK) for the implementation of a Disaster Risk Anticipatory Action program. The said program provides Disaster Risk Financing (DRF) aid to the most vulnerable and at risk families, identified by SPUP-CDC with the help of local government units. The endeavor is also supported by Green Meadow Development Foundation, Philrads, Relief International, Tearfund, and Humanity & Inclusion.

On April 9-10, 2024, the processing of the “Know Your Customer” (KYC) requirements of the said community development program was facilitated. The said activity, conducted by SPUP-CDC and Green Meadow, was meant to ensure that pre-identified beneficiaries can claim anticipatory cash during Disaster Risk Financing (DRF) activation (at the onset of a disaster occurence).

A total of 500 families were pre-identified in the municipalities of Camalanuigan and Gattaran (both in the province of Cagayan) as recipients of the Disaster Risk Financing Project (DRF). The said beneficiaries will have access to insurance premiums from Palawan Express and the Red Cross, which can provide financial support in the event of a loss of life (accident and natural cause).
