SPUP, START NETWORK PARTNERS EXTEND ASSISTANCE TO TYPHOON-AFFECTED CALAYAN ISLAND

October 22, 2025 – SPUP, through its Community Development Center Foundation, Inc., together with Start Ready/Start Network partners, has begun delivering multi-purpose cash assistance to 480 families in Calayan island (Cagayan), focusing on the barangays of Poblacion, Centro 2, Dadao, Cabudadan, Magsidel, Dibay, and Dilam. This timely assistance responds to the urgent needs created by Super Typhoon Nando (locally known as Ragasa) and aims to provide rapid, flexible support directly to affected households so they can make locally appropriate recovery choices.
The typhoon inflicted damage on properties and sources of livelihood, increasing the vulnerability of many households. Local assessments were conducted to identify and prioritize the most vulnerable families so that those with the greatest need receive support first. The multi-purpose cash is intended to cover essential items and immediate expenses—such as food, shelter materials, medicines, and livelihood inputs—while preserving the dignity and agency of recipients by allowing them to decide how best to use the funds for their household priorities.
The Super Typhoon Nando Emergency Response project in Calayan is funded by Start Network and implemented through a coordinated partnership led by SPUP’s Community Development Center Foundation, Inc., alongside Green Meadow Development Foundation, Inc., Philippine Relief And Development Services, Inc., Relief International, and Humanity & Inclusion.
