

SPUP, PNVSCA SIGN MOA FOR VOLUNTEERISM ENGAGEMENT

St. Paul University Philippines (SPUP) and the Philippine National Volunteer Service Coordinating Agency (PNVSCA) formally sealed a partnership through a Memorandum of Agreement (MOA) signed on September 17, 2025, at SPUP in Tuguegarao City. The collaboration underscores the commitment of both institutions to mainstream volunteerism in higher education as mandated by Republic Act 9418 or the Volunteer Act of 2007. Present during the signing were Sr. Merceditas Ang, SPC (University President) and Mr. Donald James D. Gawe, CESO III (Executive Director, PNVSCA). Witnessing the event were Mr. Kenneth Siruelo, MNSA (Chief, Policy, Advocacy and Technical Services Division), Dr. Noemi Cabaddu (Director, SPUP Community Development Center) and Dr. Allan Peejay Lappay (Director, SPUP Alumni, External Relations and Advocacies.
Under the agreement, SPUP will sustain volunteerism actions to engage students, faculty, staff, and alumni in service initiatives, while also conducting research and community programs related to volunteerism. PNVSCA, on the other hand, will provide technical assistance, linkages with international volunteer organizations, and advocacy support to strengthen SPUP’s volunteer corps. Both parties expressed that the partnership aims to nurture the culture of bayanihan, enhance youth participation in nation-building, and contribute to sustainable development at the local and national levels.
