
RURAL HEALTHCARE INNOVATION: SPUP, DOST, LGU LAL-LO LAUNCH INTEGRATED PATIENT CARE SYSTEM (LAL-LO CARE)

The Signing of the Memorandum of Agreement (MOA) for the Integrated Patient Care System was successfully held on May 25, 2026, at St. Paul University Philippines (SPUP). The event formalized the partnership between the Local Government Unit (LGU) of Lal-lo, Cagayan, the Department of Science and Technology (DOST), and SPUP for the implementation of the Integrated Patient Care System, also known as Lal-lo Care. Developed by the University’s Institutional Innovations team, led by Dr. Ma. Visitacion Gumabay (Project Lead, Institutional Innovations) and engineered by Mr. Andrei Amarles (Project/System Developer), the system is designed to strengthen healthcare service delivery in the municipality through digital innovation, reflecting a shared commitment to innovation, research, and community-centered service.
In her welcome remarks, Sr. Merceditas Ang, SPC (University President) emphasized that the initiative goes beyond technological advancement and is rooted in responsive public service that supports both preventive and curative healthcare approaches. As the first LGU to adopt the system, Hon. Florence Oliver B. Pascual (Local Chief Executive, Lal-lo) expressed gratitude to DOST and SPUP for their continued support in advancing healthcare innovation, positioning Lal-lo at the forefront of digital transformation in rural healthcare. Dr. Virginia G. Bilgera, (Regional Director, DOST Region II), affirmed that the project is part of DOST’s continuing efforts to translate research and technology into practical, data-driven, and community-based public service innovations.
The MOA signing marked a significant milestone in institutional collaboration, reinforcing the shared responsibility of the partner institutions in ensuring the system’s successful implementation. Beyond a formal agreement, it signifies a long-term commitment to improving healthcare efficiency, accessibility, and continuity of care in Lal-lo. Through this partnership, SPUP and the LGU of Lal-lo highlight the critical importance of cooperation among the academe, government, and science institutions in driving meaningful and sustainable innovation in community healthcare.
