DOST SECRETARY LEADS TURNOVER CEREMONY OF TC-TRISSEA APP, USHERING SMART TRANSPORT IN TUGUEGARAO CITY

On May 21, 2025, a significant milestone in urban mobility was achieved with the official turnover of the Tuguegarao City Tricycle Riders Information, Security, and Satisfaction Enhancement Application (TC-TRISSEA). This event, held at the SPUP Global Center, marked the transition of the innovative tricycle transport app from its developers at St. Paul University Philippines (SPUP) to the Local Government Unit (LGU) of Tuguegarao City. The project, funded by the Department of Science and Technology (DOST) and developed in collaboration with the city’s tricycle sector, aims to modernize and enhance the safety and efficiency of tricycle transportation in the city.
TC-TRISSEA is designed to enhance commuter safety, driver accountability, and service quality through a mobile application that is now accessible on the Google Play Store. Key features of the app include real-time tracking of tricycle routes, identity verification for drivers, and a feedback mechanism that allows passengers to rate their experience—helping authorities monitor and improve services continuously. The turnover ceremony also saw the official release of the TC-TRISSEA Operations Manual, which will serve as the primary reference for user training, enforcement protocols, and ongoing system upgrades.
“We hope this app builds trust between drivers and passengers, and promotes a safer, smarter transportation experience for all,” said Dr. Renato Solidum Jr. (Secretary, DOST) during his keynote address. He emphasized the department’s commitment to supporting community-based digital solutions that bring tangible benefits to local commuters.
Sr. Merceditas Ang, SPC (University President), echoed this sentiment, stating, “We advocate what is good for the people and what is transformative for the country. This project exemplifies how academic institutions can serve as catalysts for technological and social advancement.” The university played a leading role in developing and piloting the app in collaboration with tricycle associations and local stakeholders.
Hon. Maila Ting-Que (Mayor, Tuguegarao City) lauded the project as a timely response to the city’s transportation challenges. “This initiative reflects our shared goal of improving the quality of life for our constituents. We fully support the deployment of TC-TRISSEA as part of our vision for a more connected and responsive city,” she remarked.
The turnover ceremony also served as a testament to the strong partnership between SPUP, DOST, and the Tuguegarao City government, reinforcing the power of multi-sectoral collaboration in delivering digital public services. With TC-TRISSEA now in the hands of the local government, officials look forward to a phased rollout, community orientation, and eventual integration into city-wide transportation policy. As digital innovation continues to shape the future of urban mobility, TC-TRISSEA stands as a pioneering model not just for Tuguegarao, but for other localities seeking to modernize their public transport systems through inclusive, data-driven solutions.
The event was witnessed by officials of DOST and LGU Tuguegarao City, Administrators and students of SPUP, Media Partners, and the officers and members of the Tricycle Operators and Drivers’ Association (TODA) of Tuguegarao City.
